I just recently bought a Toshiba M50-MX2 (Celeron M 1.5ghz Dothan, 512mb DDR2) and tried to swap the chip out of my old broken M30-YSJ (Pentium M 1.6ghz Banias). It works but it will not go above 800mhz, there's no settings in the bios(1.80) relating to cpu speed and I've tried NHC with no luck. The weird thing is it's running on a 533 bus when both the celeron and the pentium are 400mhz FSB chips. Anyone have any insight or should I pop the celeron back in and be done with it.

I don't think Banias is fully compatible with Dothan based chipsets. A Dothan Pentium-M should (and has for some users) given a good performance boost, be it in 400 or 533Mhz fsb forms, but Banias was not designed to be used with the more modern intel 915PM which I think your M50 has, but the 855GM of the M30. That could be your problem.

My M50 has the ATI RS400 chipset in it. So I guess I should swap back. GRRR what a waste of an hour.

Not heard of that one but I'm guessing it's not really designed for Banias.
If you're looking for a Pentium-M upgrade, the lower end of 400MHz Dothan P-Ms are quite cheap on ebay etc. I'll be looking to get a 7*5 P-M (400MHz FSB) after christmas for my machine, probably between 1.5 and 1.7GHz and I shouldn't have to spend much money at all, say between £15 and £30. I'd expect there to be more choice on the American market too.
