How much of a downgrade is a:

    nVidia GeForce GTX 560M 3GB GDDR5, DX11

    compared to a

Dual 2GB GDDR5 AMD Radeon HD 6970M - AMD CrossFireX

Big downgrade? Small downgrade? Just a simple question :p

A single Radeon 6970M is already a heck of a lot faster than the 560M. A second Radeon can up to double the performance of the solo card. Do the math from there.

Edit: Though not the be-all end-all, this chart does a decent job of ranking where these GPUs stand from fastest to slowest. Look where the Crossfire 6970s are, then scroll down to where the 560M is.

As saturn said, a single 6970M is already a lot faster than a gtx560M, going from HD6970M in SLI to 560M will be a HUGE downgrade.

GTX560M is only on par with a HD5870M, best mobile GPU from AMD's last generation.
