I currently have a Toshiba A135-S4467.
I am wondering how to check up on my monitor's specs (response time, aspect ratio, brightness, etc) because I will be purchasing a new desktop and would like to see how my current laptop's monitor compares to my new 24" one.

monitor panels are one of those things that seem to randomly change even in the same model of a product. Its common in computer monitors so I am sure it is for laptop monitors too.
What you need is a diagnostic program to tell you what panel your lcd uses then Google up information on that panel.
There are a few programs out there, I use Everest Ultimate mostly for diagnostics and I used to use Sandra. Let me show you all the stuff it can tell you about my c90 monitor ill brb with edit need to upload a photo.
There now you can just Google the panel itself and get much more accurate and detailed information. As for simple stuff like the refresh rate you can find that information inside your video settings in windows, probably under advanced settings or in the case of nvidia cards in the nvidia control panel.
Most LCD are always 60hz but there are a few exceptions.
