Ok, I have a laptop that supports a 1280x800 resolution. If I were to buy an LCD monitor, preferably a 19" WS one, would it be able to support the higher resolution or would I be stuck with 1280x800?

Simple answer: No.
You will drive the monitor at whatever its native resolution is. Assuming your GPU has enough horsepower which it most certainly does. -

I dont know if the GMA 950 can support higher external resolutions.
I know with some dedicated cards like the X1600, you can get external RES's up to pretty high. -
