What are the differences between DVD+R discs vs DVD-R discs besides that +R's can't play in DVD players while -R's can?

They are two different/competing formats created by 2 different companies.

DVD-R is more recognised by other drvices such as stand alone dvd players so if you are buring a DVD movie for playing on a tv i think its better if its on DVD-R,

There really isn't a difference between formats that affect end users. The only difference between using the two formats is some set-top DVD players prefer one (-R, +R) over the other. Check out videohelp.com to look up your set-top DVD player for compatibility issues. You won't have compatibility issues playing DVDs with either format on your PC.
As said in previous posts, DVD+R has the majority of compatibility issues with certain set-top DVD players. If you want to use DVD+R, most drives allow you to use something called "bitsetting" which allows you to change how the DVD+R disc is seen by a player. You can bitset your DVD+Rs to be viewed as DVD-ROM discs by players. This will greatly reduce compatibility issues.
