I recently upgraded the installed 2GB RAM on my HP laptop to 4GB Crucial RAM. So I rerun the Windows Experience Index. It surprised me when it drops slightly from 5.0 to 4.9. Is it actually normal? Does it mean the new RAM is slower?

You should check the frequencies of the RAM using CPU-Z or simply by examination of the module. However, it is quite possible that WEI is simply confused -- it is not a very good benchmark and should not be taken so seriously.
-
WEI is useless and shouldn't be paid any attention.
-
crappy explanation: ddr=double data rate and so 333MHz has 667 Million data transfers per second. linky

How do I test whether the RAM is defective?
-
Type in memory into the start menu, and you should see the first option will say Memory Diagnostics Tool. from

Your memory is fine. The system reads 4GB. Don't use WEI because the numbers mean absolutely nothing.
