Do I need to have two the same brand and make of model of rams to make the best performance for my notebook? The specs for my notebook is on my sig.
It has one 4GB ram now but I thought I had to buy two 4GB to make 8GB so they will be the same model.

You don't need to worry about the brand. Just use a DDR3 SO-DIMM runs at the same frequency as the existing module, that's it. A higher frequency module will automatically step down to run at the lower frequency. You shouldn't run into any problems.
You get an advantage if the chip supports dual channel memory (improving performance). In your case, the AMD E300 has a single memory controller. The extra RAM is useful if you have many browser windows open or running many programs in the background. But with the performance of the processor, Unless you are running out of memory, I don't think it would be much of a benefit. -
Well how many stuff has to be opened? Like how many browsers? Also does running Skype and Yahoo IM use it with browsing the web and opening tabs? Or if I opened one game? Just wondering how much I have to use. Also forsure adding 4GB ram to make it 8GB won't make the system load faster? Or like loading games faster?

8GB (4GBx2 in dual channel) will improve performance significantly and will work only when the chipset supports it. In this case, there is no support and you will not see a performance improvement. But there is nothing wrong with having more RAM.
Why don't you run all these programs simultaneously and right click on the taskbar to pull up the Task Manager window. Go to the performance panel and all the usage details should be available. -
Btw when you said to use same ram frequency do you mean like the 1066mhz thing? My notebook uses PC3-8500 DDR3 type ram. So if I wanted to upgrade just get another 4GB same type ram and should work fine? Since you said it doesn't have to match the same model and make right?

Yes, 1066MHz is the frequency. You shouldn't have any problems with another DIMM of the same frequency from another brand.

Another question I wanted to know is that by making the system have 8gb ram will that have to my CPU usage won't go around 95% when I' am video chatting on Skype? Some reason when I do this my CPU usage goes around 98% or so and it's very high when I do video chatting.

The RAM will help, but the cpu % used will still be very high (very weak cpu).

Can't tell you what the cpu usage will be...
You'll have to try it yourself (in your specific workflow/OS/program and input/output devices and drivers).
What you 'should' find with more RAM is that the O/S is still responsive to your inputs (vs. seeming to 'freeze' before).
Just try more RAM from a store that offers a 100% money back return/refund (no restocking fee) policy and see.
