There is a discrepancy with the TDP of P9700 at the Intel site. The Intel Processor Finder said that the TDP is 28W http://processorfinder.intel.com/details.aspx?sSpec=SLGQS# while the PDF spec http://download.intel.com/design/mobile/datashts/32012001.pdf (page 103), the TDP is 25W. So, what is the real TDP and with good cooling, what is the highest core temp of P9700 under full load?

The temp value does strictly depend on the laptop. Some laptops have powerful coolers with copper heatsinks and heatpipes whereas some laptops use aluminum to decrease the costs. It also depends on the thermal paste.
Overall, the same CPU may run at 60C in one machine and at 80C in another machine...

The official TDP is 28W. Temperature and TDP aren't necessarily linearly related, because as ramgen stated, there are a lot of factors affecting the cooling capability of the notebook.

To add: it also depends on the indivual sample. One P9700 can behave completely different than the other.
