Is it normal that my laptop DVD+RW always appears in the peripheral ejecting list of the notification tray (just like a usb periph)?
I can eject it but each time I reboot, it cames back!

I believe that means the DVD+RW drive is noted as hot-swappable on the laptop. I know SATA drives just about always (if always) show up as ejectable even though generally we don't want to have it removed. And of course USB devices as you said.
I wouldn't worry about it, its just the computer saying you can remove it and plug something else in, although not sure what else you would plug in there. -
