I would guess one of the vertical connectors is not connected properly.
usually at the bottom of the screen is a large row of small wires that send a display signal to the entire row of pixels above it. It looks like in your picture that the line is only one row of pixels, so therefore only one wire. I would not recommend attempting to fix this yourself. The wires are most likely very small, and probably covered with plastic. Even if you got a very small soldering iron, you would probably solder more than one wire to each other, no matter how ninja like your soldering skills are.

You would have to get it fixed or replaced by dell. -
