I've used only the Acer Aspire One and found out the fan is always ON so I'm wondering if all the 8.9"-10" netbooks of different manufacturers the fan turns ON/OFF?

Some will be quieter than others.

My Asus eee1000h fluctuates between fan levels, but if I keep it on power saving mode just browsing the web, its whisper-quiet and almost unnoticeable.

I have experienced an Aspire One 8.9" before, and the fan on that unit was also always-on and very audible, too.

If you're looking for a quiet netbook, take a look at the Dell Mini series. As far as I know, all of the machines are passively cooled, so there's no fan to turn on and off. I've got a Mini 9 with an SSD and it's completely silent.
