When Santa Rosa was released the big thing was 800MHz FSB and the T7*** range upgrade. Intel also made the T52*0 and T54*0 for the budget end. Do we think Intel will make a T6100 and T6300 or similar to go with Penryn? Maybe 1.5 and 1.66 or similar with 3MB L2 and 800MHz FSB? Or maybe 667?

The T8100 and T8300 seem pretty powerful for the budget range.

I do not see them going to the 667Mhz FSB. I was looking on NewEgg and the older CPU's cost more! Once they set up production they roll with it. Even if they keep plants open to roll out those old ones (which I do not think they do) you know they intentional cripple the CPU's, correct? It is cheaper with high manufacturing costs to cripple L2 than build a whole entire new plant in Malaysia! To me makes no sense but think supply and demand issues!

It just seems to me that 2.1GHz and 3MB L2 cache is pretty tasty for the basic penryn. Perhaps the gap can be filled with some Penryn-based PDCs, say 667Mhz FSB, 1 or 2 MB L2 cache and maybe 1.6 and 1.8GHz clocks. T3100 and T3300 or something.

Eventually the Penryn treatment should trickle down to the lower end parts as well. So, yeah I would expect slower versions to be released but I would think it would be a few more months if not more before you will start to see such cpu's. if my memory serves me right, the T5xxx SR Meroms werent available on launch but were introduced a few weeks later.
