    I have a Sony VAIO VGN-FE21B.

Recently, when I scroll down a page, whether be internet explorer, word document etc, I get white lines appear on the screen, spaced about 5mm apart or so.

Why is my comp doing this???

It is most likely because of a faulty connection between the lcd and the ribbon cable, which attaches to the motherboard.
To fix this, you will have to take the lcd casing apart, and reseat the connections between the lcd and the ribbon cable. Once they are connected, use a piece of tape to hold the wires in place. Then assemble the screen casing, and the problem should be fixed.
