Anyone know what this is all about? Today i was running CPU-z and noticed my t8300 at a x13 multiplier and 2.6ghz.

13th multiplier is IDA Intel dynamic acceleration, CPU-z picks it up as an overclock since one core is idling while the other core is doing all the work.

No it dosent go up that high very offten. I had to set Super pi to only use core 1 and tell it to run then it jumped up and actually gained me a few seconds quicker on it.
T8300 @ 2.6ghz
