So i was thinking. I have heard that cell phones use 1-4w TDP chips...i have not seen any actual documentations on that just people's "word". What is the max TDP you can put in a cellphone without it frying? Than what is the max TDP for a device is a small passive heatsink. Does anyone have pictures of what a 17w tablet cooling system looks like?

17 watts requires a heatsink and fan. Netbooks with Atom processors with as low as a 2.5w TDP have heatsinks and fans for the processor.
