If I buy a cheapo generic usb tv tuner off ebay will it still be compatible with windows MCE? Specifically I'm talking about the tivo type functionality.

I'm guessing that it would be, but I don't know.

If the drivers are BDA compatible then MCE can use it. Otherwise you will have to use the included software which tends to be rubbish.

If you are thinking of getting the Artec T1 usb box then dont. I have it and its uber crap and NOT BDA compatible. Go for Hauppage.
