If i have tv tuner, can I use computer as DVR? If so, can I burn the shows on to DVD's?

I hope to be able to record all the kids cartoons when they are at school and im at work, then burn them onto dvd so they can watch upstairs where there is no cable outlet, and I dont want to be without my notebook at night!

Thanks for any help. If it matters, I have HDX computer with built in TV tuner, and Charter cable with Digital Converter Box.
