Is there a way to make the touch pad still work when my fingers are damp (sweat) when my hands are dry it works fairly good. Or for when I am using gloves. I think they make gloves that you can use an ipod with but those are a little warm and thick.

My skin is weird. Not all the skin on my finger tips is skin. So is there a way or do I just have to use a mouse or tracpoint?

go to the mouse driver and change the settings. You should be able to increase the sensitiviity of your palmrest to help pick up your motions.
There may also be palm check type settings, which will allow you to set whether you have a light touch or a heavy touch

Is there any sticker over the touchpad?
If there is, you can try removing it, but that may void your warranty.

I dont know what to say other than try buying a portable external mouse.

Maybe contact Dell and see if they sell a more sensitive touchpad for the 1420
