If I use a wireless usb mouse on my laptop, and decided to turn the touchpad off, will that conserve my power for my laptop?

Any power savings would be negligible. And there is a possibility that the USB dongle would use more power than the touchpad. If you are talking about battery life, I don't think you would notice a difference either way.
