Hey, Is there a security program package that turns a USB drive into a hardware key dongle used to logon and such?

I think there is software out there which does this.
My corsair flash voyager cards came with a program called TRUE CRYPT, which is designed to do something very similar to what you mention.

I dont know if it is freeware, but you should email corsair or see if they have a download on their site.
