My Toshiba Equium A200's fan seems to be buggered and overheats quickly, which seems to be the cause of a shut down every 15 minutes or so. There doesnt seem to be an easy way to get to the fan, and with my lack of knowledge I doubt I could fix it anyway and was wondering if simply using a USB fan under my laptop could sort out the problem. Any opinions would be greatly appreciated.

It wont resolve your issue. Your problems could be caused by cooling paste, and even if it is the fan thats the problem, a USB fan wont provide enough airflow to fix it.

A large desktop cooler fan (12v) has a much higher likelyhood of fixing it but you have to use an external DC power supply. Alternatively, you could find a 24v fan and wire it to your 20v power adapter.

But even that depends on the actual vents you have on your laptop.

when's the last time you opened up the bottom and blew all the dust out of it, fan included, with canned air?
