I was always wondering, if doing those things will result in the lower thermal and consumption operation of the lower tier counter parts.

For example if i underclock a laptop i7, or disable some of the cores, will i achieve the thermals of an i5?

    Same question fro GPU

The ThrottleStop Guide has 700-800 pages covering your first question - take a look.

to a large part yes. the three main components of heat generation in a cpu are clocks, voltages and number of cores. power consumption and thus heat increases linear with clocks and exponentially with voltages. sure u can underclock cpu and gpu cores, deactivate them (cpu) and undervolt individual chip parts, but be aware that i7 cpus also sport additional cache, HT and sometimes differing igpus. with an unlocked K cpu and good tools at hand (unlocked bios, xtu, throttlestop), u can basically transform it into any lower tier and sometimes even higher tier cpu (i.e. 6700k to 7700 or 7700K) if you wish :)
