I'm using RMclock 2.25
I can set the cpu to lock at a certain frequency (checking a box in the profile settings) but when none are selected it always defaults to 4x FID and wont go above 800MHz even under load. How can i enable dynamic switching?
Can anyone help?

Right click on the desktop - go to properties - go to screensaver. Click on Settings and then set it to something other than RMClock Power Management and click the rep icon under my name.

Doing what you suggested would disable RMclock and drop back control to the default AMD cpu driver, or back to windows power management she needs to learn how to operate rmclock correctly.
Moon angel take a look at this guide to RMclock undervolting done with an athlon. I know it is for an older version of rmclock but when I first started to undervolt it helped me tremendously. Most of the settings are the same with the current version; there are only a few minor differences but it should give you the general idea. RMclock is a powerful utility when you learn how to fully use it.

isnt dynamic switching more like the performance on demand setting? enable the p-state transitions, click on all the VID options and that'll ensure you should get full speed under load.
this is for intel CPUs, i have not tried it on AMDs as my desktop sempron is waiting for a cheap LCD to get it running. -
