Is it possible to undervolt other components in a laptop?
Can I undervolt the hard drive, video card, wireless/bluetooth, memory, or optical drive?

No, no, no, no and no.
Also you wouldn't want to because they should run at their respected voltages. CPUs on the otherhand we can play with since we are able to and can detect when the voltage is too low.
I believe the reason why voltages are so high on CPUs is a "just incase" type of reason. They leave headroom so incase voltages fluctuate up or down it does not cause problems in your systems.

As Mike explained above, it is a big no.
If your aim is to save some battery, then there may be few tips/tricks.
For ex: you can change quite few driver settings to wireless so that it does not use full power and also some other power saving modes. But that will only save very little power.
