I have a P-series Clevo with a K series chip (albeit HK, but still) I don't have CPU Voltage and Multiplier options in my BIOS. I paid for a OCable chip and I would want that functionality enabled. I had another one of the P-series same chip, GPU, RAM everything and OC was enabled in BIOS. What can I do get CPU control enabled in BIOS?

Well, lets just start with asking, what clevo notebook you have.

Right, so the only way you can get it unlocked is by flashing an unlocked BIOS. So either you can ask Prema for Prema BIOS or I can unlock your BIOS for you.

@Danishblunt Is it true that all Clevo BIOSes are compatible with Clevo Motherboards agnostic of the vendor be it Sager or OBSIDIAN PC?

Yep. They are all the same machines really.

Now there is 1 thing I will say, your cooling will not be able to handle OC. There are several issues with it. You have a 2 pipe heatsink with tripod design which will be like a furnace when you do anything that uses both the CPU and GPU. So I would personally recommend trying to let the 6820HK run undervolted stock rather than OC.

I just wanted CPU Clock control to disable turbo via BIOS as that makes my notebook less of a furnace on my lap when gaming.

Gotcha, smart thinking, since the heatsink design is not really made for your specs.

    EDIT:
Nevermind I guess, apparently I don't need to unlock anything. Just update on that link to the newest BIOS.

Setting up a Throttlestop profile to disable turbo when a temp is crossed is great for not grilling a steak while gaming since I dont need 2.7+ Ghz for a smooth 60 fps in most of my games.

Throttlestop is awesome. I made a battery saving profile that would disable turbo and be alot more efficient. gave me an extra hour of battery life :).
Enjoying a 6-hour battery life on a gaming laptop is pretty nice :)
    BTW, I have an N950TP6.

I set my Clock to 1.9 Ghz, perfectly usable and coupled with no keyboard led, Bluetooth disabled and brightness lowered that makes about 5 hr battery for me.
