Many seem to talk about ESD as if a discharge will always show immediate damage. Static discharges can simply reduce the life of a chip or cause it to fail at a slightly quicker rate. As far as I am concerned, it takes very little effort and cost to completely rule out such risks and we owe it to our customers and anyone else relying on us to take all possible precautions.

Concerning the failed laptop after the CPU upgrade, using a wrist strap would have ruled out static damage and then effort could have been placed elsewhere to find out the root cause of the problem.

However, since no wrist strap was used, there was always a possibility of ESD damage so one could never be sure which form of trouble shooting to proceed with.

Isn't that animal abuse there? /sarcasm

In any case, ESD is sometimes a factor. You should always be grounding yourself when working inside your laptop, every single service manual in the world is going to tell you that. They don't print it if it wasn't true..
