    Is it possible to feed signal from my desktop's video card to my laptop monitor? Will I notice signal degradation?

    You will need a TV tuner. The reason for this is because all the video ports on a laptop are video-out ports, not video-in. Depending on your TV tuner, you might experience a poor picture or delays in on-screen feedback.
