I have a problem where my idle temps are very high, which is annoying because my fan keeps turning up when the laptop is idle. Usually in this case I would re-paste, but my load temps seem to be completely normal.
This is on a brand new Sager NP9170 (17" laptop) with i7-3630qm and 670mx. The programs I used to measure temperature are MSI Afterburner, Nvidia Inspector, MSI Kombustor, and Speedfan. I'm sure that the CPU and GPU aren't being used for the idle temps because I watched Nvidia Optimus (no programs using 670mx) and Task Manager (1-2% CPU usage). My room temperature is ~20* Celcius.
Temps (Celcius)
GPU Idle: 39*-50*
GPU Load: 66*-67* (Kombustor furry test, never passes 60* in Skyrim)
CPU Idle: 35*-51*
CPU Load: 72*-78* (Prime95)
I noticed that there are paper Foxconn stickers (not the "Caution High Temperature" pull tabs, just regular stickers) on the copper heatsink where the fan blows air through. Would it lower my temps if I removed these?
Would it help my idle temps to stick these copper heatsinks onto the heat pipes?

Your idles and load temps are fine. I get the same on my clevo p151em which is a similar model.

perfectly normal for a high end gaming lappy.
just remember to clean the fans and vents out every couple of months with compressed air otherwise they will start creeping up when the dust builds up.
if you really want to stress your system search in start for intel extreme tuning. mine hits mid 90s running that -
NVIDIA's latest 310.x driver increases idle temps, this has been discussed on NVIDIA forums. Also depending on the manufacture/laptop model and BIOS version, some manufacturer's tweak the laptop fan speed and settings with BIOS updates.
My Y570 with latest BIOS 2.10 is running hotter on idle for the same reason as above however noise is less on idle since Lenovo tweaked the min/max threshold on how the fan should spin up/down depending on temperature for my laptop, load temps now is better on my laptop again due to fan speed/threshold tweak from Lenovo's latest BIOS for my laptop.
You can always change the minimum CPU speed in Windows advanced Power Settings to 0 if you want less heat and noise when idle, by doing so you'll feel a very slight delay when loading programs from lowest CPU idle state. -

Those are perfectly safe and stable readings. You don't need to worry until you get close to 90 degrees Celsius or over.
