When I run mobile meter it can go as far as 1.86 ghz but my processor only goes up to 1.66 ghz.

It is possible for this to happen.
Intel has a built in overclocking feature in their processors called Intel Dynamic Acceleration technology.
This can force one core to self overclock when a single core is being loaded.
I believe the most it can overclock is 1 multiplier, which in your case could be the 200MHz difference

I've given up using MobileMeter to report CPU speed. There are three options for measuring CPU speed, but all show my P8600 as running continuously at 2.4GHz (the correct maximum speed) even when it is cruising at 800MHz. It's now a relatively old program which has not been updated.
My main use for MobileMeter is for a graph of power drain.
