When it becomes available... that is.

Buy a new notebook, most likely. At least I've yet to see one with replaceable motherboard.
On a few rare ones, you'll be able to plug in a (discrete) DX10 GPU though. -
You don't? You get a new notebook, if you've got a notebook, or you get a new video card for a desktop. You can't just upgrade to a DX10 chipset.
-
Impossible I'm afraid. You'll need a whole new notebook.
-
Or you can build a motherboard from the ground up, but that costs so much, you can get a more powerful notebook for half the price. Besides you would have to know where everything needed to go and where to get the new chipset and parts, I only know one person who has done this, but they have nothing better to do with 3 electrical engineering degrees. So, yeah you will have to get a new notebook.

Guess i wont be getting a DX10 Chipset notebook for at least 3 years. Considering my laptop is less then a month old.

huh dats funny now

Well, see how much you can sell your current laptop for when DX10 laptops come out. Upgrading yearly may seem more expensive, but at least on the desktop, you get most of your money back when you sell stuff that's not too old. It probably doesn't work as well for laptops, but I doubt that it doesn't work at all.
What do i have to do to install a DX10 chipset.
