What happens when a 1080p video is played on a laptop with a lower resolution screen?

It is scaled down to the monitor's resolution. If the aspect ratio is different, it either cuts off part of the image or uses black bars to fill the screen, depending on the media player you are using and the settings.

It plays @ 720p because there is no such things as 1050p, 900p etc...
