What processor is faster T7500 or P8400? looking to do a processor upgrade, which is better?

First of all, it is an improper comparison, because both belong to different platforms. Though the P8400 will be the better CPU, and will run tasks like encoding, editing, coding, etc better due to SSE4.1, and has a lower TDP - which will result in lower max temps and better battery life.

P8400 is also 10 watts lower at 25W so it'll run cooler/longer battery life

You probably won't notice a speed difference. As said above the P8400 is a new Processor and requires less power so CPU temperatures over the T7500 will be cooler and battery life will be slightly longer.

Out of my own curiousity, why not? They're both socket P cpus?

Well, basically the BIOS in the Santa Rosa notebooks do not support the newer CPUs because the Penryn-Refresh CPUs downclock to 200MHz, so it is meaningless to install a P8400, etc on a 965 chipset computer.

P8400 is a different chipset. 965 chipset can't fit a PM45 chip.

I think it can. They are the same socket and new 1066mhz FSB cpu's have the ability to throttle FSB. You will lose clock speed if it has to throttle FSB down though.

If you have a Santa Rosa chipset (that means T7100, T7250, T7300, T7500, T7700, T9300, and T9500 in the higher-end, plus some lower-end ones), then your front side bus is at 800 MHz. The P8400 is designed for a 1066 MHz front side bus. So if you put it on an 800 MHz front side bus, it'll run at 3/4 its standard speed (800/1066 = 3/4), or 1.7 GHz. So you'd be much better off upgrading to the T7500 that'll run at 2.2 GHz if you already have a Santa Rosa processor.
Practically speaking they're quite similar. The P8400 has an extra 26 MHz, which was a small deal in the Pentium III days, but the extra cache on the T7500 cancels that out. So in regular performance, they'd so close you probably wouldn't be able to tell a difference. I'd wager the 1 MB L2 increase makes the T7500 marginally faster in general performance. On encoding the P8400 probably will win, but that only helps if you actually do that. The P8400 will get better battery performance at peak power draw by quite a bit (10W worth), but at minimum power draw the difference isn't actually very much. -
you can have merom chips on pm45/gm45, but the new penryns(pxxx, t9400/9600/9800,qxxxx,QXxxx) will not work on pm965/gm965
you can have all socket p chips on the pm45/gm45.
