If the P4 has hyperthreading... then it won't be so bad - hyperthreading is essentially the same as "dual core"... just a step slower.
As for how it will run... we may never know. I'm going to assume that the game will have some sort of option for you to choose whether it utilizes dual cores or not... because really, it' unfair for the consumers to HAVE to upgrade to dual core platforms.

Would that be the same unfair as being forced to upgrade to Vista to be able to play Halo 2...?

no. reason being, a game that runs like crap on not-dual core is hurting itself, wheras microsoft shoving their OS down our throats with a plunger makes them money.

I'm no programming wiz (in fact, I'm not a programming anything), but I imagine a game could be made in such a way that it benefits from the use of a dual-core processor. For instance, the combination of a dual-core processor and a widescreen monitor (or dual-monitor setup) might be what the PC gaming world needs for a traditional two-player game - the absence of which I think might have been hurting PC gaming. A game could even have a player do multiple things at once. I'm sure the technology will not be wasted.

Just locking it to Windows Vista is a cheap ploy, however, not related to game performance. It's morally repugnant.
