Well, given that Broadwell is still going to be with DDR3, that seems likely, yes.

I really don't see what all the fanfare is. We haven't yet realized the limit of current ram. So its not like we're anywhere near hindered by it.
In any event, I'd be far more interested in increasing the capacity of ram on a laptop, far more than anything else. -

DDR4 SO-DIMM is already in production by Micron. 260pin, 1.2V, 2133MT/s and IIRC Crucial have DDR4 SO-DIMM. Perhaps your question should be "When are laptops going to support DDR4".
There are 16GB DDR3 SO-DIMM's available and Micron are producing DDR3 8Gb monolithic SDRAM which would also mean 16GB modules are possible but there may be a BIOS support problem if trying to use them. -
Some Hynix DDR4, 4Gb and 8Gb SO-DIMM, 8GB and 16GB module size.
Also some talk of "UniDIMM"
