A multitude of models have ULV and quad core Haswell parts by now, but I have seen no dual core parts that are full power. I had thought they might be releases later in Q2 or even early Q3 but checking the press releases from early June indicated they were announced right with the ULV and quad core parts?
So where are they and why are the laptops still on IB all seeming to be ones with dual core processors that haven't been updated yet (I'm thinking Vaio S, dv6t dual core, and others)?

They're announced and launched, according to Intel (Q3 2013):
Core i7 - 4th Generation Intel® Core
Core i5 - 4th Generation Intel® Core
Core i3 - 4th Generation Intel® Core
The 28W TDP are the full-power dual-cores. I noticed there's only one Core i7, two Core i5s and one Core i3 that are full-power, this time ...less popular it seems.
You're right, though; I searched Google and found not one notebook with them as options. Inventory of current models might be high, Windows 8 PC sales haven't exactly been inspirational. -
What would the use-case for these be? I guess it still fills in a gap, but all the same...

I can't speak to who needs them broadly, but I was mostly interested in them because their place as the backbone of several of the systems I was waiting for refreshes on seemed to coincide with the the fact that those systems hadn't gotten their refreshes. Wasn't sure if it was connected, and am even more confused knowing they are out but not in a single laptop.
Where are the full power, dual core Haswell processors?
