Does anyone know where I can purchase a chip board for computer that control electricity? I saw it somewhere, but doesn't really know what it's called. Like it has an on an off switch that can be controlled using a software, and when it is on it allows electricity to go through powering some small electronics.

there are lots of ways to implement this.....
how much $$ you want to spend? what features do you want?
they range from a DIY setup of a simple relay that you can fire via a script and port on your computer (can cost less than $10) to the setup we use at work with Omron PLCs, our custom relay boards, and propriety software (that rivals the cost of a nice house)
X10 makes cheap consumer setup
