I have seen many topics discussing the possibility of upgrading graphics on notebooks, but where does one buy a new graphics card, besides Dell spare parts?

Unless your laptop specifically has an upgradeable videocard (to my knowledge only the Dell XPS and Alienware laptops can be upgraded), you're out of luck. Many people have gotten more performance out of exixting GPUs by modifying the driver .INFs, but other than that, you're out of luck.

The FRV37 (and all Sony laptops, for that matter) have a GPU that's soldered to the motherboard. You won't be able to replace it.
