I'm about to choose between 2 Clevo P170EM.
One has CORSAIR, 8GB (2 x 4GB) Vengeance® PC3-12800 DDR3 1600MHz
Other has Kingston HyperX, 16GB ( 4 x 4 GB Module ) Kingston HyperX DDR3, 1333 MHz
Which one will be faster?

Like Karamazovmm said, it honestly doesn't matter which one is faster, since RAM is nowhere near being a bottleneck in any of today's computers (though would be the hard drive and GPU).
Just buy whichever one is cheaper. -
It depends on what you do, its mostly non-difference if you're RAM usage only hits 8gb. To my knowledge, the most noticeable differences are that the higher speed of the Corsair kits will enable moderately faster winRAR archiving performance, 2-3 extra FPS in Total War games (especially shogun 2), better Intel HD 4000 performance (about +10 FPS in minecraft on the IGP).
16Gb, while being marginally slower, is known to be of enormous benefit when running multiple high RAM usage VMs, photoshop work, Adobe Premiere work and RAMdisks. I.e. situations which will likely utilize all your RAM (quantity), in which case the lack of RAM will cause a greater drop in responsiveness than lack of speed.
the Corsair kit will work especially well if you can tighten up the timings within Windows/BIOS (i remember there used to be a program that let you do this, I'll post a link later) since I'm assuming they're lower density kits. High density kits don't have as much headroom to tighten timings as the 2x4gb kits do. 2x2gb kits have the greatest headroom but they're not easy to find nowadays.
Essentially, take a long hard look at what you do, what you're likely to do and price. Also to note for completeness, 16gb will consume fractionally more power than 8gb overall(if both kits are at same voltage) but this is maybe 5-10 minutes of extra battery life at best, however, the P170EM is a DTR so this is largely a moot point. -

If you're running benchmarks; the Corsair will have higher latency, but more throughput. The HyperX will have lower latency, but also lower throughput.
If we're talking about how 'snappy' the O/S will feel: the 8GB system will be more responsive than the 16GB setup assuming the MB and CPU platform are Ivy Bridge based. Why? Because it will be running at it's native clock speed (for the RAM).
If we're talking about how much 'work' they will do: the 16GB system will be the better setup in multi-threaded workloads like video editing (and/or RAW image editing). Again though; if this is an IB platform - matching the CPU with 16GB DDR3 PC3-12800 1600MHz RAM will give the most performance from the CPU/RAM combo possible than 1333MHz RAM will.
