I have a question for you. Which Memory RAM would be best for gaming. I have a Sager NP8454 (CLEVO PB51RF). Its running 2070 rtx desktop gpu, i9.9980HK, 4K OLED display.

Which one is cheaper? Get that one. Ideally you want the fastest speed with the lowest latency.
They are so similar, I doubt you will see any appreciable difference while gaming at all. -

If they're the same price I'd likely get the 3200MHz version and tighten the CL18 down to CL16. Not guaranteed, but worth a shot.

Yes most likely a BIOS setting if available. I have seen Intel XTU with Memory timing and overclocking options but it has to be build into your motherboard/chipset so it will depend on your computer. My Kaby Lake notebook did not have memory options, but my Coffee Lake notebook does.

first one hands down. it has the exact same timings except for CL. secondary and tertiary timings are also important though. at same price id always go for the higher clocks
