First of all, what should be the GHZ of a Good processor , which i will be using to play games like GTA IV , Merceneries 2 , the Sabotgeur and other heavy games.

Secondly, what kind of processor should i buy, Dual Core, Quad Core , Core 2Duo or somehing else? (my budget is 1150$ for the laptop)

    What is i3 , i5 , i7 and celeron?

Please suggest any processor that u think i suitable.

if it matters, i'll be going with 64 bit Windows 7 and 4 GB of RAM

The Core i is currently the state of the art in mobile CPUs. You should choose one of them if you plan to use your notebook for gaming in the next 1-2 years. The differences can be summed up in the following way:
i3 - quite capable, dual core HT with no turbo boost function, should be enough for gaming
i5 - very good CPUs, dual core HT with turbo boost function, more than enough for anything, a very good compromise
i7 - some are dual, some are quad core, all with turbo boost function, the best there is, up to any task, but they don't come cheap

The Core2 is the older series, which is now phased out in favor of the new Core i, they are mostly dual core with no HT and no turbo boost, but are still quite capable for any game
And you should be fine with any CPU currently available, as games (there are few exceptions...mostly RTS games) need a powerful GPU and not a strong CPU.

I suggest you to buy a quad core CPU if you want to play GTA IV on smooth settings...

if u can , i would personally get Asus G73... Core i7 quad , ATI 5870 ,full HD screen and 8GB RAM...It would literally max all games available and GTA should run smooth... it even beats SLI set ups... problem is it is $1400... for ur price point , it might be out but try getting hold of more cash to get it... otherwise , get a Asus G51VX with quad core and GTX260M...
