    Does every Video Capture Device is integrated with TV Tuner, vice versa?

    If I buy any TV tuner, is it has capture video ability too?

    Actually I am looking for video capture device, not TV tuner necessary, for my Lenovo ThinkPad x61.

    I need good quality of video recording and prefer USB as connector.

    My budget is around $100 - $150.
