    Why is it reading different voltages?

    Both are actually. One tool differs one from the next as how it reads and calculates from the information made available via BIOS, chipset, CPU readings.

    Each tool reports differently. I have yet seen CPU-Z and RMClock reporting the same value for a long time. This does not mean that one is right and the other is wrong.

    It does however, mean that one or both tools aren't reading the chipset info and reported temps properly.

    Measuring temperatures and assigning a numeric value it not an subjective or 'I'm ok You're ok' kind of fuzzy-wuzzy feel-good event. If a tool is going to report a NUMBER, then that NUMBER needs to be accurate.

    They're both a little inaccurate. You need a digital multimeter to get real accurate values.
