Unfortunately the Windows Experience Index option, which usually detects the SSDs, is missing on Win8.1 Preview.
Running the Win8.1 Optimizer will defrag the SSDs with bios set to raid for SSD raid array or single SSD which is extremely bad.
I'd do this if set to AHCI just to be safe.
To get Windows 8.1 to detect the drives as SSDs you will need to do a Win8.1 Preview - Manual execution of the Windows Experience Index.
Run the Powershell as Administrator
Type in "WinSAT diskformal" and hit the Enter(attachment)
Now run the Win8.1 Optimizer again(attachment)

Drives will be detected as SSDs and not defragged.

As far as I can tell, Win8.1 is still not available for sale on either Amazon or Newegg (as of this past hour). -

Since it's only a Preview to a Final GA version that should be released officially in the fall I doubt that it will come preinstalled on new PCs. -
