Well, I've been thinking about replacing my internal hard drive in my toshiba notebook. I only have 60 gigs now, but I'm planning on buying a 100 or 120gb.
But I dont want to waste a whole 60 gigs...Can I buy something to put the internal drive into to make it an external?

Yes, absolutely. What you need is only a 2.5" enclosure.
That is what I did to my old notebook's 30 gb hd.

No, there is no problem with installing it, however, getting the drive to work, maybe, because the new drive is not format...but it should be easy to format the drive.

Many 2.5" external enclosure boxes support for PATA hard drive and 2.0 USB in the market. This will not make a mistake to get a wrong one. Many of them need 2 screws to lock the cover of enclosure. Make sure you do the right thing.
