I can pick a laptop with either i5-8250U or i5-7300HQ. By benchmarks they are nearly same in CPU power with i5-7300HQ having bit better HD630 video card. But their TDP is much different, it's 15 vs 45. How would that translate to daily usage, when my daily usage is mostly web browsing with bit of office apps and youtube/netflix? Would those CPU's draw similar power when in idle? Would they draw similar power when doing those low-intensity tasks? What about some more demanding stuff, perhaps 8K youtube videos? And how would they throttle? Also, would it affect battery life?

8250U is the far better CPU, its just a rebranded 7700HQ with lower clocks. The iGPU would be better, but if all you need is a iGPU you won't notice a difference. Battery life and thermals depened ALOT on what laptop model you are talking about, and the laptops featuring the 7300HQ generally have better cooling, but the 8250U laptops generally have better battery

Talking about Dell Precision 7520, one with two fans and i5-7300HQ. I want one without dedicated GPU so I guess that both heatpipes will go to CPU. As for laptop with i5-8250U, I know it's very good CPU but I just can't find any laptop that would have build quality and components of Precision 7520 while being at similar price level.
