Hi there. I'm looking to purchase from XoticPC and have been reading mixed things on how recommended the IC Diamond Thermal Compound is.
Can you please clarify exactly what it is, what it does, and if it's necessary if I'm probably going to be getting a 650M?

It's not necessary at all. It will marginally lower the temperature of your CPU and GPU. However, the advantage to this is rather hard to quantify.

As Qing Dao stated, thermal compound is a paste that is spread across the the CPU to cool the chip when in use; most OEMs use generic pastes in their laptops. There are plenty that swear by it (or a competing brand name) and there are those who dismiss the marginal temperature decreases. As I've never used it myself, I can't comment on how well it works, though considering how cheap the upgrade is, I don't think that it'd do any harm.

To me it all depends on the price and how good the stock compound job is. It isn't necessary, but if you're maniacal about about low temps and the upgrade is in the 20$ or less range, then it isn't prohibitively expensive.

Personally, I would buy the thermal compound yourself and upgrade, especially if it's a Sager. They're so easy to access and remove heatsinks. An NP8170 I bought I paid for the IC Diamond upgrade and then it still had high temps. So I repasted with IC diamond myself and temps went down, so if they don't do a good job of pasting then it doesn't matter.
