    is there a big difference between the intel T7100 1.8ghz 2MB L2 cache and the same processor w/ 4MB cache?

    I don't think there's a 1.8GHz C2D w/ 4MB cache?

    yeah, that's what i thought too, but techARP lists the T7100 as having 4MB L2 cache here

    the same thing applies to the T7250 actually. are there two different versions of it (one w/ 2mb L2 cache and another w/ 4mb L2 cache)?

    After glancing over that list I believe that it's got some values wrong, you can try here and scroll to the middle-bottom for detailed mobile C2D processors.

    ...but to answer your question (in the event that the two types were actually offered), no. You probably wouldn't ever notice any difference. Ever. You'd be better off using that money saved on something else.
