    I recently downloaded amd clock software from amd's website which monitors my cpu continually at 100 ms. :) Anyways I noticed under heavy load sometimes it spikes to 2.15 ghz (it's a 2.0 ghz turion tl-60) and i was wondering if AMD down clocks their cpus and if so if theres a way to increase the speed permanently. Thanks.

    You can always over clock it. AMD does not under clock the processors that I am aware of, but when under heavy loads, most processors will over clock themselves. The Intel chips are the easiest thing the the world to over clock, just running a high load on the cpu, and it will. If you don't have a heating/ battery life problem, I would over clock it. I am not really sure what to do, but you can over clock it in the bios somewhere. But wait until someone who does know how to tell you.
