Is it possible to take the optical bay (called ultrabay on thinkpad) device and plug it into a computer as a USB device with a connector. If so where do I acquire this USB connector?

Yes - though ultrabay has two different connectors. ICH9M or newer ultrabays as used in T400/T500 use a sata connector. Older chipsets like T60/T61/T4x use a pata connector.

pata ultrabay-to-usb adapter: Slim USB adapter for thinkpad
sata ultrabay-to-usb adapter: eSATA/USB to SATA Cable for laptop CD DVD rom drive
