Let's say i'm downloading a torrent right now.

Then I backup what I have already downloaded halfway onto an external hdd and went to reformat my hdd.

I'm using uTorrent. After reformatting, how do I restart the torrent? Can I resumed the download from where I left off or do I have to restart everything again?

Back up the file being download and the original torrent file. That way when you go reinstall uTorrent, you can launch the original .torrent file and select the location of the previous file(s). It will do a hash check I believe, and after that is finished it will resume the download where it had left off.

Mike is correct. It would be the same process to transfer the torrent download to another computer to continue it.
